State property fund announced privatisation auction on 25% stake in Poltavaoblenergo [POON UK] on July 09, 2010. SPF valued 25% stake in POON at UAH 190 mln, which suggests UAH 3.44 share price.

Kyiv raises heat tariff, will attract UAH 2 bln for KIEN
Kyiv city raised the heating tariff by 41% and the hot water tariff by 29% since July 01, 2010. Also, the government of Ukraine allowed Kyiv city to attract a UAH 2 bln loan facility to cover its debt to Kyivenergo [KIEN UZ]. Kyiv city needs to compensate the difference in heating tariffs to KIEN from the city budget, but has accumulated over UAH 2 bln outstanding to KIEN, which in turn generates losses for KIEN.

SPF talks on privatisation in electricity sector

State Property Fund’s officials announced yesterday that the Fund might privatize one of the four state-owned, fossil-fuelled generating companies [CEEN UK, DNEN UK, DOEN UK and ZAEN UK] by the end of 2010. However, massive privatisation of electricity-sector companies is more likely in 2011, the SPF notes. Regarding the privatisation of 25% stakes in four power-distributing companies, the SPF may decide to break up the shares sold on the stock exchange into smaller blocks so that the market can absorb them.

SPF may float 4 oblenergos, sell all of stake in UTLM

The State Property Fund officials told on Friday that the fund is considering sale of the state owned 25% stakes of Odessaoblenergo [ODEN UK], Prykarpattyaoblenergo [PREN UK], Poltavaoblenergo [POON UK] and Sumyoblenergo [traded OTC] on the stock exchange. Last year the SPF failed to sell the stakes in four oblenergos through the auctions.

3M10 net electricity consumption up 11% YoY

Ukraine’s electricity consumption grew 11.2% YoY in January-March 2010 to 40 TWh. Growth in electricity consumption was seen in most of the sectors of the economy, with metallurgy adding 27% YoY to electricity consumption, machinery +17% YoY, chemical and oil refining + 12%, heating +4%. Household electricity consumption grew by 10%. Households still hold the major share in aggregate electricity consumption with 28%, whereas share of metallurgy grew by 3 p.p. to 25%.

ZAON to pay UAH 4.3 mln in dividends
The power distribution company Zaporizhzhyaoblenergo [ZAON UK] plans to pay UAH 4.3 mln in dividends, which amounts to UAH 0.024 per share. This implies a 0.6% dividend yield. The Company decided to allocate 30% of its 2009 net income towards the dividend payout, as recently required by the government.

KIEN to consider USD 220 mln loan from WB: POSITIVE
Kyivenergo [KIEV UK] will consider attracting a USD 220 mln loan facility from the World Bank at its AGM scheduled on April 14, 2010. The Company intends to allocate the needed funds toward electricity grid construction.

DNEN to re-approve 2007 share issue: NEUTRAL
Dniproenergo [DNEN UZ] plans to hold another vote on the 2007 capital increase of 2 mln ordinary shares, or 50% of the total shares outstanding. As a result of the capital increase previously approved by its shareholders, DTEK gained 45% of the Company, while the State changed its percentage of ownership in the company from 76% to 50%. All other minorities were diluted. DNEN’s 2007 share issue, however, was subsequently annulled by the Supreme Court of Ukraine in June 2009.

DNEN’s 2010 CapEx at 55% of planned investment
Dniproenergo [DNEN UZ] plans to make UAH 291 mln (USD 36 mln) in capital investments in 2010, which is 55% of the UAH 528 mln stated in the Company’s annual investment plan. The top priorities are re-equipment at the ninth unit of the Prydniprovska FFPP, reconstruction of the third unit at Kryvyi Rih FFPP, and the construction of ash dumps.

ODEN posts meager earnings, as expected

Odesaoblenergo (ODEN UZ) posted a UAH 25 thsd (USD 3 thsd) net income for 2009, which is even less that the modest UAH 5.6 mln (USd 1.1 mln) income recorded in 2008. At the same time, the Company’s net sales grew by 14% YoY in 2009 to UAH 2.2 bln (USD 0.28 bln).
